This brief was presented to The Committee on Health and Social Services National Assembly of Quebec in the context of the special consultations for the document entitled: “AUTONOMY FOR ALL: White Paper on the Creation of Autonomy Insurance”.This Brief, presented jointly by the AFNQL and the FNQLHSSC, begins by providing an overall portrait of the situation experienced by the First Nations of Quebec. This portrait is key to understanding the differences between First Nations and non-Aboriginals in terms of historical context, living conditions, and the organization and delivery of health and social services. The subsequent section will explore the issues specific to First Nations as well as the First Nations’ position on the question of autonomy insurance. The conclusion will offer recommendations for ensuring that First Nations have access to care and services that are comparable to those enjoyed by the general Quebec population. Note that for the purposes of this Brief, the portrait of First Nations was completed using information from 32 First Nations communities in Quebec.
