The first phase of the governance process was critical, as it provided stakeholders with sufficient time to understand the process and lay the foundations of the new model. The second phase of the process is dedicated to appropriating the framework model and developing different structures and rules of operation that will guide the transformation of health and social services governance practised by First Nations in Quebec.
